Protocols
The realm runs on more than swords and scheming. It runs on procedure. These are the standing protocols of Rookery governance: how the offices of the Crown are filled, by whose voice, and in what order. Each one is drawn from the written law and from the precedents the players themselves have set in court. When a question of "who has the authority to do this" comes up, the answer lives here.
The Regent
The Mortal King, styled Regent. How the seat is assumed, the full judicial form for realm trials, war and peace, what the Regent may appoint and what he may only ask for, and the limits that keep the balance. Every rule traced to the recorded acts of those who have held the seat.
The Regent's Court
The working court of mortal governance. The Regent convenes and decides, the Hand runs the floor, and the order of business holds from the opening address to adjournment. Convening, decorum, trials, and what this court may never do.
The Celestial Court
The court of the gods. It convenes at the Celestials' pleasure, the Hand assumes and runs it in their name, and the Regent reports to it. The order of session, the petitions that belong before it, and the etiquette owed to the thrones.
Small Council Appointments
How a seat on the Small Council is filled, and how it is not. The seats belong to the Celestials; only their voice, carried by the Hand, may fill one. The Regent may nominate, never confer. Includes the case law and the one recorded breach.
